What happened?
Amazon announced updates to its commercial liability insurance requirements for Amazon.com, effective November 2, 2026. Under the previous rules, sellers whose total monthly sales on Amazon.com exceeded $10,000 had to purchase and maintain commercial liability insurance within the specified period, with minimum coverage of $1 million per occurrence and in the aggregate. The new rules add two requirements that directly affect sellers: categories with enhanced safety listing requirements, including children's products, cosmetics, ingestible products, and lithium battery products, must carry at least $1 million in liability insurance covering the relevant products regardless of whether monthly sales reach $10,000. This applies to both newly created and existing listings. In addition, starting November 2, new insurance policies submitted by sellers registered in mainland China must be obtained through Amazon Insurance Accelerator (AIA). Amazon will reject new policies submitted outside AIA. Third-party policies submitted before November 2 that remain valid may continue to be used until expiration, but renewals must be moved to AIA. Sellers in mainland China of lithium battery, children's, food and health, personal care, and cosmetics products are among those most affected.
What does this mean for cross-border sellers?
Starting November 2, 2026, children's products, cosmetics, ingestible products, and lithium battery products will require at least $1 million in liability insurance for both new and existing listings, regardless of whether monthly sales reach $10,000. New policies for sellers in mainland China must also be submitted through AIA. Existing third-party policies may be used until expiration, but renewals must switch to AIA; gaps in coverage may affect listing compliance status.

- 2This week, review new policies and renewal plans for sellers in mainland China. Route all policies submitted from November 2 through AIA, archive the policy validity period, covered products, and submission evidence, and create a list of outstanding items.
- 3Review insurance for Amazon.com stores with total monthly sales above $10,000. Even for products outside the enhanced-safety categories, verify that coverage is at least $1 million both per occurrence and in the aggregate, and produce a list of non-compliant listings and remediation owners.
