eBay’s buyer tax guidance states that, from July 1, 2026, the EU will impose a new €3 customs duty on imported goods valued at no more than €150. The charge is calculated by product type rather than simply by parcel count. When multiple units of the same product type are included in one parcel, the duty will generally be charged only once; products made of different materials or belonging to different types may be charged separately. The guidance gives the example that memo pads, diaries, and calendars may be treated as three product types, resulting in a €9 customs duty, while clothing made of the same material in different colors or sizes may still be treated as one type. For eBay International Shipping and the Global Shipping Program, import charges are generally displayed and collected at checkout; for seller-selected shipping orders, the carrier may collect them before delivery. The change will affect pricing and free-shipping arrangements for non-EU sellers selling into the EU.
