What happened?
An announcement on the Amazon seller forums states that a 3.5% fuel and logistics surcharge will continue to apply to relevant fulfillment services in the US and Canada. From April 17, 2026, the surcharge will apply to FBA in the US and Canada, as well as Remote Fulfillment with FBA from the US to Canada, Mexico, and Brazil. From May 2, 2026, it will also apply to Buy with Prime in the US and MCF in the US and Canada. The surcharge is calculated on fulfillment fees rather than product sales prices, so low-priced, lightweight, and high-turnover products may face greater margin pressure. Affected sellers include cross-border merchants using FBA, MCF, Remote Fulfillment, or Buy with Prime, particularly those relying on lower shipping costs to maintain a price advantage. The announcement also advises sellers to account for the surcharge separately from base storage, inbound placement, returns, and peak-season fees in their profit statements, rather than judging actual gross margins solely by sales commissions.
What does this mean for cross-border sellers?
Fulfillment costs for FBA in the US and Canada, as well as relevant Remote Fulfillment, MCF, and Buy with Prime services, will increase, with the surcharge calculated on fulfillment fees rather than product sales prices. Low-priced, lightweight, and high-turnover products are more vulnerable to margin compression; account for the surcharge separately from storage, inbound placement, returns, and peak-season fees.
What should sellers do now?
- 1In stores using FBA in the US and Canada, add the 3.5% surcharge separately to fulfillment fees in the profit calculator, review low-priced and lightweight SKUs individually, and create an affected-product list showing margin changes.Profit calculator
- 2For Remote Fulfillment with FBA listings shipped from the US to Canada, Mexico, and Brazil, recalculate the 3.5% surcharge based on fulfillment fees, export a gross-margin report by SKU, and confirm the affected products.
- 3For Buy with Prime in the US and MCF operations in the US and Canada, review fulfillment costs from May 2, 2026, separate the surcharge from storage, inbound placement, returns, and peak-season fees, and complete a profit-statement check.
