eBay Raises Seller Entry Requirements for High-Risk Categories
eBay applies additional readiness requirements to certain high-value, complex, or high-risk categories; sellers that fail account-health and buyer-experience standards may be unable to create listings.
What are the key facts?
- 1Higher selling readiness required for high-risk categories
- 2Effective July 13, 2026
- 3Non-compliant listings may be ended
What happened?
eBay continues to enforce additional selling-readiness requirements for certain high-value, complex, or high-risk categories. The rules took effect on July 13, 2026, and remain highlighted in recent seller policy summaries. In covered countries, sellers whose accounts do not meet specified standards for account health, sales history, buyer experience, and customer support capability may be unable to create new listings in certain product categories. Existing listings that do not comply with the policy may also be ended. eBay has not published a complete list of restricted categories; instead, sellers are told whether they are eligible when attempting to list. Sellers of jewelry, collectibles, electronics, luxury goods, and other high-priced products should pay particular attention.
What does this mean for cross-border sellers?
Certain high-value, complex, or high-risk categories on eBay require stronger account health, sales history, buyer experience, and customer-support capabilities. Sellers that do not qualify may be unable to create new listings. Sellers of jewelry, collectibles, electronics, and luxury goods should reduce reliance on rapid assortment expansion and bulk testing by new accounts, and verify listing eligibility in advance.
What should sellers do now?
- 1This week, attempt to list planned products in high-risk categories one by one and record whether eBay indicates that the account is eligible to sell in each category.Platform Policy
- 2Review account health, sales history, buyer-experience performance, and customer-support records, and list improvement items affecting access to high-risk categories.
- 3Pause bulk listings of jewelry, collectibles, electronics, and luxury goods on new accounts whose eligibility has not been confirmed; first use a small number of compliant products to validate listing and fulfillment performance.
- 4Prepare alternative sales channels or existing compliant-account options for high-risk products that may be ineligible for listing, avoiding a large one-time inventory commitment.Free tools
