What are the key facts?
- 1The EU will impose a new Union Handling Fee from November 1, 2026
- 2The fee is €2 for each different item in a package
- 3Packages valued above €150 may also be affected
- 4The fee is based on different items, not simply on packages
- 5The fee is generally not refunded after returns or a finding that the goods have a problem
What happened?
The eBay Global Shipping team says that from November 1, 2026, the EU will impose a new Union Handling Fee on B2C distance-sale goods imported from outside the EU and sold to consumers. The fee is €2 for each different item in a package, rather than a single charge applied uniformly to each package.
The announcement also says the scope is not limited to consignments valued at €150 or less; packages valued above €150 may also be affected. For example, a package containing three different items could incur the fee three times.
The fee is generally collected through the carrier or customs clearance process, and is generally not refunded if the goods are later returned or determined to have a problem. The fee could compress margins for sellers of low-value, mixed-item, multi-category small packages and sellers offering free shipping.
What does this mean for cross-border sellers?
From November 1, 2026, the EU will charge a €2 Union Handling Fee for each different item in B2C packages imported from outside the EU. Packages valued above €150 may also be affected. Margins for low-value, mixed-item, multi-category, and free-shipping orders are more likely to be eroded, so sellers need to recalculate prices, shipping charges, and logistics options.
What should sellers do now?
- 1This week, filter EU-bound low-value, free-shipping, and mixed-category orders. Calculate the impact of the €2 fee based on the number of different items per package, produce a table showing product combinations and gross-margin changes, and flag orders requiring adjustment.Profit calculator
- 2Recalculate EU prices, shipping templates, DDP, and platform logistics separately for packages valued at no more than €150 and packages valued above €150. Create a comparison table identifying settings to retain, reprice, or cancel.Breakeven calculator
